ECP fixes Feb 7, 2027 for first phase of Punjab local government elections

The Election Commission of Pakistan has fixed February 7, 2027 as the polling date for the first phase of local government elections in Punjab, accepting the provincial government's request to hold the polls in phases after January 20 because of fog and winter weather.
The Election Commission of Pakistan (ECP) has fixed February 7, 2027 as the polling date for the first phase of local government elections in Punjab, ending years of uncertainty over when voters in the province will next elect their local representatives.
The decision was taken on Thursday by a four-member bench headed by Chief Election Commissioner Sikandar Sultan Raja, during a hearing on the conduct of the long-delayed local government elections. The bench also comprised members Nisar Ahmed Durrani, Shah Muhammad Jatoi and Babar Hassan Bharwana, and the decision was announced in a statement issued by the commission.
Under the order, the first phase of polling will be held on February 7, 2027, with the remaining phases to follow. The commission accepted the Punjab government's request to schedule the elections in phases, and to hold them after January 20, in view of the dense fog and severe winter weather that Punjab, particularly Lahore, experiences in December and January.
Punjab Chief Secretary and Local Government Minister Zeeshan Rafique attended the proceedings. The chief secretary told the bench that preparations for the elections had been completed, but the administration needed around two months for final arrangements, and that holding the polls after January 20 would help ensure a smooth, transparent and orderly process.
The new date replaces the commission's earlier proposal to hold the elections on December 14. The ECP had put that date forward in a draft election programme sent to the Punjab chief secretary for consultation, but the provincial government sought more time, citing weather conditions and administrative convenience.
The dispute over timing has run for weeks. The Punjab government had proposed holding the elections in three phases in April 2027, citing smog, dense fog and adverse winter weather in December and January, followed by the start of Ramazan in February. The commission rejected that proposal, noting that consultations under the Elections Act had concluded on August 20, when the provincial authorities had agreed to hold the polls between December 15, 2026 and January 15, 2027.
Thursday's order settles the question for now. The commission directed its secretariat to proceed with the necessary arrangements for the phased elections, and reiterated its responsibility to ensure free, fair and transparent elections and a level playing field for all contestants.
The elections have been pending for more than a decade. Punjab last held local government elections in 2015 under the Punjab Local Government Act, 2013, with polling held in phases between October and December that year. The elected councils assumed office in 2017 after indirect elections for mayors and chairpersons.
Under Article 140A of the Constitution, read with the Elections Act, 2017, local government elections should be held within 120 days of the expiry of local bodies' terms. On that measure the polls in Punjab were due years ago, and the commission has repeatedly pressed the province to move ahead, at one stage directing its office to submit the draft election programme for approval immediately.
What happens next will be watched closely. The commission has yet to announce dates for the later phases, and the formal election programme — including the schedule for nomination papers, scrutiny and the appointment of returning officers — is still to be issued. Preparations for local government elections in cantonment areas are proceeding separately. For now, voters in Punjab have a date to work towards: February 7, 2027, when the first phase of polling is set to take place.
